Public Sector Reform

The Public Sector Reform Strategy was published by the Scottish Government in June 2025. As an executive agency, the strategy underpins our strategic, tactical and operational goals. It provides a systemic strategic framework to which we, as a service delivery body, will explicitly contribute.

Public Sector Reform (PSR) recognises that complex problems can rarely be solved in isolation. It positions public services as part of a collective, to shape a system that puts people, communities and places at its heart to meet their needs and maximise public value and ensure fiscal sustainability.

The First Minister is clear in his goal. PSR is about reorienting our system to put people and those relationships first, not reducing public services. It is about delivering high quality and efficient services today whilst systemically reforming the whole system to provide a “future which is fairer, where everyone and every community has the opportunity to thrive.”

At the centre of delivering this future, all public service delivery bodies must place collaboration and collective responsibility at the centre of their operations.

We are part of this collective and our strategic goals and the actions we take and decisions we make will be shaped by PSR and the principles of collaboration, person centredness, public value and fiscal sustainability.

The principles of Public Service Reform are not new to Disclosure Scotland. Over the past six years, we have transformed how we deliver services - modernising policy, digital systems and ways of working to make our services faster, simpler and more accessible.

By embracing technology and empowering customers through self-service, we have improved efficiency, enhanced service delivery and generated millions of pounds in savings for taxpayers, while continuing to grow and evolve our services.

Public Service Reform is the next chapter in that journey - an opportunity to build on our success, strengthen the value we deliver, and continue shaping a modern, effective and trusted public service for Scotland.
